I have the honour to forward the
enclosed copy of a letter by the Colonial Secretary, dated
the 20th. of last June and of the reply of the Crown
Agents dated the 5th, of last August. It appears that the
Crown Agents called for tenders and after accepting one
they made a contract for delivery in a certain period. I
presume that there must have been a penalty prescribed for
failure to deliver within this period, and I shall be glad
to learn whether such penalty can be recovered and credited
to this Government. The delay apart from its inconvenience
has been the subject of undeserved strictures upon the
Public Works Department in the local Press and may not
improbably involve this Government in a direct loss of
$4,586 which is the amount claimed by the local contractor
for
